Oggi, in data 13/10/2020, il Presidente del Consiglio, Giuseppe Conte, e il ministro della Salute, Roberto Speranza, firmano il dpcm con le nuove misure per il contrasto al contagio da Covid. La firma è arrivata dopo aver ricevuto un riscontro dalle Regioni sul testo finale proposto dal governo. Le misure anti contagio del nuovo dpcm firmato saranno valide per i prossimi trenta giorni. Ecco cosa prevede il prevede il nuovo dpcm:
Divieto di feste private al chiuso o all’aperto
La novità principale introdotta dal nuovo DPCM è il divieto di organizzare feste private al chiuso o all’aperto con “forte raccomandazione” ad evitare di ricevere in casa più di sei persone non conviventi (consigliata in ogni caso la mascherina).
Battesimi, comunioni e cresime (ma anche tutte le ricorrenze civili o religiose) potranno essere festeggiate con la presenza massima di 30 persone.
Stretta sulla movida
Ristoranti e bar potranno fare servizio al tavolo fino alle ore 24.00 (orario di chiusura al pubblico) ma dalle ore 21.00 sarà vietata la consumazione in piedi, quindi potranno continuare a servire i clienti solo i locali che abbiano tavoli, al chiuso o all’aperto.
Restano chiuse le sale da ballo, le discoteche ed attività assimilabili, all’aperto o al chiuso, mentre sono permessi fiere e congressi.
Divieto di gite scolastiche a causa del covid
Sono sospese le gite ed i viaggi d’istruzione, i gemellaggi, le uscite didattiche, le visite guidate tranne i percorsi per l’orientamento e le attività di tirocinio.
Obbligo di mascherine in luoghi chiusi e all’aperto
L’articolo 1 del DPCM come il precedente, del 7 ottobre 2020, stabilisce che “è fatto obbligo sull’intero territorio nazionale di avere sempre con sé dispositivi di protezione delle vie respiratorie, nonché obbligo di indossarli nei luoghi al chiuso diversi dalle abitazioni private e in tutti i luoghi all’aperto ad eccezione dei casi in cui, per le caratteristiche dei luoghi o per le circostanze di fatto, sia garantita in modo continuativo la condizione di isolamento rispetto a persone non conviventi, e comunque con salvezza dei protocolli e delle linee guida anti-contagio previsti per le attività economiche, produttive, amministrative e sociali, nonché delle linee guida per il consumo di cibi e bevande”.
Dall’obbligo è escluso chi fa attività sportiva, i bambini sotto i 6 anni, i soggetti con patologie e disabilità incompatibili con l’uso della mascherina.
Inoltre, pur senza obbligo, la mascherina è fortemente raccomandata all’interno delle abitazioni private, in presenza di persone non conviventi per fermare il diffondersi del covid.
Cinema e concerti
Resta per gli spettacoli il limite di 200 partecipanti al chiuso e di 1000 all’aperto, con il vincolo di pre assegnazione dei posti a sedere e del distanziamento di almeno un metro tra un posto e l’altro .
Sono sospesi gli eventi che implichino assembramenti se non è possibile mantenere le distanze. Le Regioni e le Province Autonome possono stabilire, un diverso numero massimo di spettatori in considerazione delle dimensioni e delle caratteristiche dei luoghi.
Sono comunque fatte salve le ordinanze già adottate dalle Regioni e dalle Province Autonome.
Stadi
Per le competizioni sportive, in periodo covid, è consentita la presenza di pubblico, “con una percentuale massima di riempimento del 15% rispetto alla capienza totale e comunque non oltre il numero massimo di 1000 spettatori” all’aperto e 200 al chiuso. Va garantita la distanza di un metro e la misurazione della febbre all’ingresso. Le Regioni e le Province Autonome, in relazione all’andamento della situazione epidemiologica nei propri territori, possono stabilire, d’intesa con il Ministro della salute, un diverso numero massimo di spettatori in considerazione delle dimensioni e delle caratteristiche dei luoghi e degli impianti; con riferimento al numero massimo di spettatori per gli eventi e le competizioni sportive non all’aperto, sono in ogni caso fatte salve le ordinanze già adottate dalle Regioni e dalle Province Autonome.
Sport
Per contrastare il virus Covid-19 sono vietate tutte le gare, le competizioni e tutte le attività connesse agli sport di contatto aventi carattere amatoriale. Gli sport di contatto (li individuerà un successivo provvedimento del Ministro per lo Sport), agonistico e di base, potranno continuare secondo i protocolli in vigore e sotto la regia di società professionistiche o associazioni dilettantistiche, mentre sono vietate tutte le gare, le competizioni e le attività connesse agli sport di contatto a livello amatoriale. Quindi permessi gli allenamenti di basket con l’associazione, vietata la partitella di calcio o basket informale tra amici al campo. Tale divieto entra in vigore insieme alla pubblicazione in GU del provvedimento che definisce gli “sport di contatto”. In sostanza si fermano le partitelle tra amici e non lo sport di base codificato da protocolli, con il riconoscimento del ruolo anche preventivo dello sport amatoriale, agonistico e di base.
L’attività sportiva di base e l’attività motoria (palestre, piscine e centri vari) proseguono secondo le indicazioni dell’Ufficio per lo Sport, con distanziamento e senza assembramento.
Nei parchi, all’aperto e nelle aree attrezzate si può fare attività motoria o sportiva mantenendo i 2 metri di distanza (fatto salvo chi ha necessità di un accompagnamento da vicino, come i minori o le persone con disabilità).
